Biography of the Director of Finance Scott P. Johnson

 

Department Brief

The Finance Department is provided for by the City Charter and is responsible for financial reporting, collection and custody of funds and securities, maintenance of fiscal systems, supervision and control of disbursements, managing the City’s debt program, and tracking of the general assets of the City. In addition, the Purchasing functions were transitioned from General Services to the Finance Department in 2005 as a result of the management reforms approved by the City Council.

Professional Biography

Feb/2001 – Present: DIRECTOR OF FINANCE, City of San Jose, CA
Leads a full service finance department of approximately 145 employees with an operating budget of $16.4 million. The department provides the following core services; Treasury and Debt Management, Disbursements, Financial Reporting, Purchasing and Materials Management and Revenue Management.

Nov/97 – Feb/2001: DIRECTOR OF FINANCE, City of Milpitas, CA
Provided overall management and supervision of departmental operations to fulfill the responsibilities of the City’s Chief Accounting Officer, Treasurer, Risk Manager, Purchasing Agent, Budget Director and Internal Auditor.

Jan/96 – Nov/97: CONTROLLER-TREASURER/Assistant Finance Agency Director, County of Santa Clara, CA
Provided overall management and supervision of departmental operations to fulfill the responsibilities of the County’s Chief Accounting Officer by directing a staff of 80 in the Controller-Treasurer Department with an annual budget of $6.5 million to perform the general accounting, internal audit, budgetary control, treasury, debt management, fiscal systems, and property tax apportionment functions of the County.

May/91 – Jan/96: ASSISTANT DIRECTOR OF FINANCE, City of Santa Clara, CA
Administered a comprehensive financial program for the City, its Agencies (Redevelopment Agency and Sports and Open Space Authority), Corporations, and the City-owned electric, water and sewer utilities. Served as the City’s Budget Director, reporting directly to the City Manager.

Sept/84 – May/91: AUDIT MANAGER, Maze and Associates Accountancy Corporation
Managed audits and consulting services for various Cities, Special Districts, Non Profit Organizations, School Districts, and Small to Medium sized Private Companies.
